Dog Licensing
The Dog Act 1976 requires that all dogs be registered with their local Authority if it is more than 3 months old. Licenses are due for renewal on 1 November each year, expiring on 31 October the following year. Registrations are available for a period of 1 or 3 years and lifetime registration.

Tags: Registration Tags will be issued at time of registration.
If a tag is lost please contact the Shire for a replacement tag.

Please Note:
It is compulsory for all dogs to be microchipped, that are 3 months or older. Owners will be required to bring proof of microchipping at the time of registering their dog.
Registration of dogs is the owners responsibility. Unregistered dog owners can attract fines up $1000.
The Dog Act 1976 only permits the keeping of 2 dogs over the age of 3 months and their young (under 3 months) per premises. An application needs to be approved by the Kulin Shire Council to keep 3 or more dogs over 3 months of age at a single residence.
Under the Dog Act 1976 a dog shall not be in a public place (including footpaths, streets, town oval etc.) unless it is :
a) secured by a chain, cord, leash or harness and held by a person who is capable of controlling the dog.
b) securely tethered for a temporary purpose
Local Governments have the power to seize stray dogs. A fee is payable to the local government to release the dog/s.

Cat Licensing
The Cat Act 2011 requires the identification, registration and sterilisation of domestic cats, and gives local governments the power to administer and enforce the legislation. The legislation will take full effect from 1 November 2013 and provide for better management of the unwanted impacts of cats on the community and the environment, as well as encourage responsible cat ownership.

What does this mean for you as a cat owner?
From 1 November 2013, the full Cat Act 2011 took effect and requires all cats that have reached 6 months of age to be:
- Microchipped;
- Sterilised; and
- Registered with the relevant local government
Cats are required to wear a collar and registration tag to ensure that owned cats can be easily identified and returned to their owner.

Local Governments have the power to seize stray cats. A fee is payable to the local government to release the cat/s.
The Shire of Kulin understands that as some cat owners may have had their cat sterilised or microchipped some time ago, not all cat owners will still have the documentation to prove this. In this circumstance, a Statutory Declaration can be completed and handed to the Shire as documentation to prove this.
